
Prime Minister David Cameron said the government plans to legislate to make it standard practice for potential adopters to foster their prospective child, in a bid to increase stability for babies.
The Department for Education cited research which shows that half of babies aged under one were eventually adopted, but it took an average of more than 15 months for them to move in with their permanent family.
The government stressed that its latest move on adoption is not intended to pre-empt a court’s decision over a child’s adoption, but could reduce the trauma experienced by babies who have to move placements.
