Most English councils ‘not willing to act as guarantors for care leavers’

Less than half of English councils are willing to act as guarantors for care leavers looking for housing, research finds.

A Freedom of Information (FOI) request sent to all local authorities in England by the National Youth Advocacy Service (NYAS) finds that while 76% of those which responded would pay towards rent deposits for a care leaver they are responsible for, just 46% are willing to act as a guarantor.

Latest government figures show that 4,300 were recorded as homeless last year.

NYAS warns that: “Many landlords will simply not accept young tenants without a guarantor, and most care leavers have no-one to call on as a potential guarantor other than the council. In some local authority areas, in both England and in Wales, there is no council support with deposits or guarantors at all if care leavers need to find a home in the private rental sector.”
