As of March 2010, the number of looked-after children stood at 64,400, an increase of 3,500 on the previous year.
Almost two-thirds of children were taken into care because of abuse or neglect, although family dysfunction and acute family stress accounted for a further 20 per cent of cases.
While 2,300 children were placed for adoption, this figure was down on the prior year when 2,700 children were adopted.
Almost three-quarters of all looked-after children were accommodated in a foster placement. However, the number of children placed in council or agency foster placements outside of their local authority area increased by 1,200 since 2009.
