Romario Mullings-Sewell, aged two, and his three-month-old brother, Delayno, were found stabbed to death at a house in Cheetham Hill, Manchester on Wednesday.
Police forced their way into the house, after being alerted by a GP, who had seen the mother earlier that day.
The boys were not and never have been on the child protection register.
However Manchester City Council revealed that the family were known to its children's services department.
Pauline Newman, director of children's services at Manchester City Council, said: "In recent months the family were in receipt of community support services including nursery and childminding provision, whilst mother was attending higher education classes."
