The government has been dealt a blow over plans to abolish the Youth Justice Board after the House of Lords passed an amendment that the organisation should be retained.

With a majority of 63, peers backed an amendment to the Public Bodies Bill urging ministers to remove the body from a list of quangos to be abolished.

Plans to scrap the YJB were announced in October by the Ministry of Justice as part of the government's drive to reduce the number of quangos.

However, the proposal has proved controversial with the Commons Public Administration Committee warning in January this year that the move would not save money or improve accountability.

Yesterday, Labour peer Lord Warner of Brockley, former chairman of the YJB, moved an amendment that the YJB be left out of the Public Bodies Bill.
