
Responding to the long-awaited Taylor review of the youth justice system, published yesterday, the Ministry of Justice said it will develop two "secure schools" - one in the North and one in the South.
There are currently five YOIs in England and Wales that are holding a combined total of around 650 under-18s - an average of 130 each.
Taylor's report calls for the creation of a network of smaller secure schools instead, in a similar way to alternative provision free schools.
Longfield said that while she welcomed Taylor's review and the government's response - which includes a commitment to improving educational opportunities within the youth justice system - more could have been done.
