
The number of children in care has been on the rise in all regions of England since 2007, apart from in London.
A study by London Councils is now arguing that reductions in London are due to “proactive strategies” to manage the number of children in the care system.
These strategies include involving senior management in decision-making about when children should enter or leave care, and providing clear alternatives to care.
The study found that local authorities experiencing the largest drops in the number of looked-after children in their area displayed an “active pursuit” of placing children with extended family, among other permanent options.
