The new council-funded role is based at Education Leeds, thenot-for-profit company that runs education services in the city. Thecouncil's head of early years Sally Threlfall said the authority "couldnot afford to wait" for government guidance on the complicated issue ofgovernance.
"The post was created to deal with a host of issues around setting upextended services, in particular, children's centres," she explained."That includes what service level agreements are needed."
At the same time the authority has made Anne Kearsley, head of thecity's Sure Start Partnership, as its "lease tsar" and developed newprocedures to streamline its approach to dealing with complicated leasearrangements on school sites.
