Labour Conference 2023: Phillipson announces plan for early years review

The Labour Party will carry out a review of early years provision in England, chaired by former Ofsted chief inspector Sir David Bell, if elected, shadow education secretary Bridget Phillipson has said.

Phillipson, MP for Houghton and Sunderland South, accused government of “committing to slashing staffing and standards in early years childcare” over plans to relax staffing ratios in nurseries.

“They have no plan at all for early education,” she said.

Speaking at the Labour Party’s annual conference in Liverpool, she announced that Bell would lead “Labour’s work to develop the early years plan the next generation deserve”.

This work is designed to “deliver on our ambition of a modernised childcare system supporting families from the end of parental leave to the end of primary school,” Phillipson added.

“Conference, high and rising standards cannot just be for parents who can afford them,” she said.
