Service leaders at the council and the area's clinical commissioning groups have been required by Ofsted and the Care Quality Commission (CQC) to complete a written statement of action addressing the raft of criticisms.
These include the widely held view of parents that the area is "not able, or in some cases not willing, to meet their children's needs".
The report, which follows an inspection in late January and early February, states: "Parents and carers who contributed to the inspection are overwhelmingly negative about their dealings with the local area.
"Some told inspectors that Kent did not care about their children.
