Giving evidence to the Lords Public Services Committee inquiry into the government's response to the Care Review, Josh MacAlister said he had recommended that £2.6bn was required over five years to tackle the scale of the reform needed to improve children's social care.
In February, the government announced that it would be providing £200m of funding to back the implementation strategy and "fix" children's social care over the next two years.
