Intervention recommendations should not be used to plug gaps, Graham Allen warns

Graham Allen has urged central and local government not to use his recommendations to plug gaps left by cuts to public services, ahead of the publication of his final report into early intervention.

Acknowledging the problems created by public spending reductions, Allen told delegates at the National Day Nurseries annual conference that the purpose of his work was to encourage a cultural shift towards early intervention across government departments and political parties.

"I'm very concerned that whatever I come up with is going to be used to plug gaps," he said. "I know what cuts are doing to local services but instead of taking pot shots at the government, I have chosen what I think is the harder route; fighting within Whitehall in the hope we come up with something patently obvious as to why early intervention has to be the way."
