
Children and families “continue to have a poor experience and there is little sign of their outcomes improving”, according to a letter to council and health chiefs in the area by Ofsted and the Care Quality Commission. This follows a visit to the area by inspectors in June and July.
Staff have a “poor understanding” of SEND reforms and “a need to save money and an embedded blame culture” is preventing services from working together, the regulators found.
The “lack of urgency” by services to work together to improve support for children and their families, was a particular concern.
“Consequently, many parents describe themselves as the ‘gate keepers’ of the support provided for their children,” said inspectors.
