
An Ofsted and Care Quality Commission inspection team found that “ordinary life remains some distance off” for children with SEND due to “long standing and embedded weakness and systemic failings” in support.
Older children are bearing the brunt of failings in support, inspectors found. This group of children lack access to internships, apprenticeships and “independent life” opportunities.
“Parents and carers told inspectors of having to fight to get their child’s needs identified and then waiting too long for their child’s needs to be assessed,” states a letter from inspectors to council and health chiefs in Wolverhampton.
The quality of education, health and care plans (EHCP) is “too variable” and blighted by delays. An annual review of the backlog in the plans “contributes to a lack of urgency” to improve the situation in Wolverhampton, inspectors warn.
