
The findings have been published by youth charity Impetus, which has broken down rates of young people not in education, employment or training (NEET) by levels of disadvantage in each council area.
It has emerged that around a third of disadvantaged young people in Hartlepool (36 per cent), Hull and Durham (both 34 per cent) are NEET.
Impetus says the findings will help strengthen funding applications made by the hardest hit local authorities.
Government "levelling up" funding to address regional inequalities includes £220m from the Community Renewal Fund, which replaces the European Social Fund.
“It’s never been more vital to support young people falling through the cracks in the system. This data can help the sector close the ‘employment gap’ for young people in their local area,” said Impetus chief executive Eleanor Harrison.
