Latest statistics on adult and juvenile re-offending had been due to be published on 19 March, but were postponed for technical reasons.
However, speaking at a conference in Nottingham last week, Hughes revealed a fall in the number of offences committed by young people last year was accompanied by a "substantial drop" in re-offending figures.
The Ministry of Justice said the postponement in publishing the latest figures was a result of a technical fault in the programming code used to produce the results.
A new date for publishing the figures is yet to be set.
