The government's full response to Badman's report outlines a support package for home educators, including better access to exams, libraries and work experience placements.
The response, published at the end of last week, reiterates ministers' support for tighter control of home education through registration and monitoring.
Ann Newstead, spokeswoman for Education Otherwise, said: "This response is worthless as it still says that home educators can only have these things if they agree to greater control. Better access to facilities and exams is something that home educators should have anyway."
The government's response also contains a commitment to "flexi-schooling", whereby home educated children have the option to attend school on a part-time basis, and pledges greater support to home educated children with special educational needs (SEN).
