Heavy caseloads hampering improvements at 'inadequate' council

Inspectors have found "encouraging" signs of improvement at a children's services department rated as "inadequate" last year, but have raised concerns about high social worker caseloads.

Ofsted handed Tower Hamlets Council's children services its lowest rating in April 2017 after finding that children were being left in abusive situations for too long and leaders were failing to improve the quality of support for children.

Following a monitoring visit to Tower Hamlets, conducted in December last year, inspectors noted that senior managers and councillors are now committed to improving the service and that most cases are allocated promptly to experienced social workers.

No children were found to be at risk of immediate harm and strides had been made to improve the scrutiny of work, with managers making greater use of data to track the timeliness of interventions.
