Guernsey to reform youth justice with tribunals

New legislation has been passed in Guernsey to allow young people committing minor criminal offences to have their case heard outside of a court environment.

The Children Law 2008 and The Criminal Justice Law 2008 will come into force on 4 January 2010. The new laws will see the  introduction of the Child Youth & Community Tribunal (CYCT), which will take over responsibility for many of the cases that currently appear before the courts. The age of criminal responsibility will rise from 10 years to 12 under the new laws.

The CYCT is independent and made up of volunteers from the local community who have received intensive training. It will make decisions about under-18s who may be at risk of harm, involved in offending behaviour or not attending school.
