
The review, undertaken by former National Grid chief executive Steve Holliday, called for the NCS to act as "broker and quality assurance body" for young people's full-time social action opportunities, which are defined as more than 16 hours a week for at least six months.
As the government's flagship social action programme, the NCS - run by the NCS Trust - is also well placed to signpost full-time opportunities among young people, says Holliday's review, which launched in March 2017.
But in its response to the review's report, the government said the move would be "a significant departure from the current scope" of the NCS.
