Government risks prioritising spin over substance on youth justice

The chief inspector of prisons has launched a fresh broadside against plans to abolish the Youth Justice Board (YJB), claiming future heads of a service within the Ministry of Justice (MoJ) are more likely to be concerned with spin than substance.

He said he has been given the impression that there are two main types of senior officials within government departments – those who are competent in policymaking, who can prevent issues emerging, and those who are competent in dealing with problems when they arise.

"People say that John Drew will be in charge and will take care of it and I’m sure it will be ok for a bit but my concern is the longer term," he said. "I worry about John Drew’s successor.

"Will it be someone who can run things so the minister doesn’t get into trouble in the first place or someone who can put the words together to make it sound ok, but not actually deliver on the ground?"
