Government fails to cost Laming action plan

The government has failed to analyse the full cost of implementing Lord Laming's recommendations, in its response to the review into child protection undertaken following the Baby P case.

Despite calls from councils that recommendations outlined in Laming's report be fully funded, detailed costing of the implementation does not appear in the government's response published today.

Although a £58m child Social Work Transformation Fund has been committed, this will be used solely for training initiatives such as sponsoring 200 university places for graduate conversion courses and the funding of a new practice-based Masters in social work.

In a letter written to Children's Secretary Ed Balls last month organisations including the Local Government Association (LGA), and the Association of Directors of Children's Services (ADCS) demanded the government be held to account for fully funding implementation of the report.
