The education select committee’s report, published in June, said it could not give its backing to the programme in its current form given the costs involved and the degree to which youth services across the country are being cut.
But the government has dismissed its concerns, stating that the "new and exciting" programme does not involve taking funding from other services, "nor is NCS intended to be a replacement for other youth services".
"The government is disappointed in the committee’s recommendations on NCS and the way in which they reflect only a partial understanding of the programme’s funding arrangements, delivery model and supporting evidence base," the government response stated.
