Speaking at a Downing Street event to more than 150 head teachers, David Cameron and Michael Gove declared that all schools will have the opportunity to enjoy academy freedoms.
Previously, only schools ranked outstanding by Ofsted had been automatically eligible to convert.
Whilst good schools with outstanding features will now be afforded this same right, all other primary and secondary schools will have to work in partnership with a high-performing school if they want to become an academy.
Special schools will be able to apply to become academies for the first time, with applications for such conversions opening in January.
Gove told teachers that academies help raise standards in underperforming schools.
