A report by Estyn found there is a shortage of qualified and specialist teachers and science teaching is less likely to be rated as outstanding than other secondary school subjects.
Science Education for 14-19 Learners recommends secondary schools should provide science teachers with "in-service" training to improve their subject knowledge.
It also suggests schools could work with other partners to meet the needs of all 14- to 19 -year-old learners.
Recommendations for the Welsh Assembly include the development of a science education strategy for Wales and a review of incentives to encourage the recruitment and retention of good science teachers.
The last six chief inspector's annual reports from Estyn have reported lower standards in science than other subjects in secondary schools.
