
A report by the Centre for Policy Studies sets out proposals for the Phoenix Free School, which it hopes will be opened by next year.
Authors of Something Can Be Done said the school will be taught by ex-service men and women and will have a zero-tolerance policy, setting high standards for pupils’ behaviour and academic goals.
Tom Burkard, who co-wrote the report with British army officer Captain AK Burki, said there would be both qualified and unqualified teachers. "Free schools only need one qualified teacher to operate, and we think personality and being knowledgeable in your subject are more important than training.
