Extend caution review to under-18s, government told

Youth offending team bosses have urged the government to extend its review of police cautions to investigate their use with under-18s.

Justice Secretary Chris Grayling yesterday announced a review of so-called "simple cautions" in response to concerns that they are being used to deal with repeat offenders and serious offences such as rape.

In 2011, a total of 19 offenders, most under 18 years old, were cautioned for rape.

But a Ministry of Justice spokeswoman told CYP Now that the main focus of the review would be on the use of cautions with adult offenders.

She added that youth cautions could be examined as well “if it makes sense to do so” once the review is underway.

Gareth Jones, chair of the Association of Youth Offending Team Managers, said the use of cautions on under-18s should be included in the review to build up a clear picture of how they are being used.
