There are a lot of positive signs about the state of foster care, if Ofsted fostering data published at the end of last month is anything to go by (see special report, pp17-30).
The number of carers, foster homes and placements are on a steady upwards trajectory, while instances of children going missing and places breaking down appear to have fallen – although changes to the way Ofsted measures these things has made it more difficult to make annual comparisons. In addition, more than half of fostered young people in 2016 remained with their carer after turning 18 under Staying Put arrangements. This entitlement – introduced in 2014 – is providing valuable reassurance and stability to fostered young people at a time of great change in their lives.
