This is the figure mooted by the Children's Workforce Development Council (CWDC), the agency responsible for ensuring the target is met.
The announcement comes as the government gears up for the first ever national event for EYPs, where it will call for more graduates to professionalise the workforce.
Thom Crabbe, CWDC's national programme manager, said: "New graduates and career changers may not have considered a career in early years but we want them to sit up and take notice. There are excellent progression opportunities and it is also an extremely rewarding and satisfying job.
"Early years professionals play an important role in shaping young children's early development and learning experiences."
The first national event for early years professionals will be held at the International Convention Centre in Birmingham on 14 July and is free to delegates.
