Gavin Williamson said the ban will come into force in September 2021 following the results of a consultation over the use of such provision.

Further consultations will also take place over the introduction of new national standards for independent and semi-independent accommodation for 16- and 17-year-olds “overseen by an Ofsted-led registration and inspection regime".

It will also move to introduce legislation, to give Ofsted additional powers to take enforcement action against illegal unregistered providers.

Williamson has also pledged to develop “plans to support local authorities in creating more places in children’s homes, backed by additional investment, building on the £24m announced at the spending review”.
