
Earlier this year, a damning Ofsted report criticised the authority’s dependence on newly-qualified social workers (NQSWs) who lacked management support.
In April, the council agreed an improvement plan following a High Court ruling that it had “utterly failed” young people in its care.
The failings led to the appointment of independent adviser, Gladys Rhodes White, by the DfE to chair an improvement board and report to the department every six weeks.
Herefordshire published its improvement plan last month which included a £5.2m investment in children’s services to support improvements.
