
A report by the parliamentary spending watchdog said the DfE has taken a number of steps to improve the system since 2010, but despite this, demand for help is rising.
Actions taken include the DfE commissioning a review by Professor Eileen Munro in June 2010 on how to improve the system, the recommendations of which were mostly accepted, as well as starting to publish and collect more information to help local authorities assess their performance from 2012, and launching a programme to reform social work.
In addition, statutory guidance was revised, the first two children's social care trusts were established in Doncaster and Slough, and more than £100m funding was made available through the social care Innovation Programme, in order to encourage new approaches and share good practice.
