The council is to make a decision later this month on the plans to review nursery nurses' terms and conditions to bring them in line with other full-time staff.
Currently, full-time nursery nurses work 32.5 hours a week during term-time, which effectively means they work only two-thirds of the time of other full-time council staff, according to Devon County Council.
The council is proposing a new job title of early years assistant. Anyone taking the job for fewer than 37 hours a week or on a term-time basis will be paid on a pro rata basis under the plans.
A council spokeswoman said: "We are carrying out a review of the method of calculation of pay for nursery nurses working in maintained schools, in order to harmonise them with other Devon County Council staff on the same grade.
