The four packs are available from September and will give school staff the skills to better work with deaf children and young people.
Lorna Simpson, NDCS education development manager, said that the free resources would help with the inclusion of young people at school.
"More than 80 per cent of deaf children attend mainstream schools so it is essential that these schools are equipped with the right resources to ensure deaf children have the chance to flourish in the classroom and achieve their full potential," she said.
"We know that at present there is a huge attainment gap between what deaf children and their hearing peers are achieving. This is a scandal."
