Data driven commissioning of care placements could save councils millions, research finds

A data driven approach to matching children with the right care placements could save county councils as much as £38.4m a year, research has found.

New analysis by consultancy Impower and the County Council’s Network (CCN) finds “a limited correlation between the needs of young people, the costs of their care, and the type of care they receive” despite an increase in the number of placements costing more than £10,000 per week over the last five years.

An increase in the complexity of need among children in care has frequently been cited as a reason for a growth in high-cost placements.

The research suggests that a new approach to commissioning for children which measures needs over time could reduce spending on council’s top seven per cent of children’s care placements.
