Councils struggle to place excluded pupils

Councils and specialist providers are struggling to find alternative places for pupils who have been excluded from special schools and pupil referral units, according to a government report.

The Department for Children, Schools and Families report, Where Next for Pupils Excluded from Special Schools and Pupil Referral Units?, looked at the cases of 30 young people, many of whom had been excluded for violent and persistently disruptive behaviour.

It found that they faced lengthy delays in gaining places elsewhere following exclusion. This created further tension in their family life, made their behaviour worse and reintegration into education more difficult.

In many cases they were offered just six hours a week outreach tuition as an interim measure. Some found that the alternative provision offered after exclusion was "insufficiently challenging" academically.

The report also found some of those in Years 8 and 9 were missing out on vocational college courses as education providers mistakenly thought they were too young.
