Wiltshire Council said it wants to close 13 buildings from July 2016, leaving 15 buildings open in four geographical clusters across the county.
Decisions on where the children's centre buildings will be located in the future are based on factors including the level of deprivation in each area and the number of children aged under five.
"Along with other local authorities across the country, Wiltshire Council has significantly less funding available due to reductions in central government funding," A consultation document published on the proposals states.
"We therefore need to find ways to continue to meet the needs of young children and their families through re-shaping service delivery whilst looking at opportunities to save money.
The document adds that where children's centre buildings are "de-registered", services will be delivered by staff in the community through outreach support.
"There has been significant change in both national and local policy on early years since the children's centres contracts started in 2011," the consultation document states.
