Cost of custody to be devolved to local authorities under sentencing proposals

The government's sentencing green paper will propose to devolve the cost of custody to local authorities, a senior government official has revealed.

Speaking at the Youth Justice Board annual convention in Newport, Philippa Goffe, head of team for sentencing of under-18s in the Ministry of Justice’s Youth Justice Policy Unit, said some form of shift to give local authorities more responsibility in paying for custody will feature in the document.

"We are looking at making the costs of custody more directly related to local authorities," she said. "How it will work is quite complicated. How do we incentivise local authorities to invest in alternatives to custody if they don’t bear the costs of custody? That is a key element of our proposals going forward."
