But Clegg said plans to overhaul the system more fundamentally are under way.
A consultation will take place on a "proper flexible system of shared parental leave" with an aim of adopting it in 2015, he said.
The new system could allow parents to share almost the entire leave allowance however they want, potentially allowing fathers to take up to 10 months off work.
"These reforms are a priority of mine and the Prime Minister," he said.
"More and more fathers want to play a hands-on role with their young children but too many simply feel they can’t. That culture must change."
Clegg was speaking at the launch of The Home Front report by think-tank Demos, which found that inflexible, stressful and emotionally demanding jobs can undermine parenting confidence and contribute to emotional withdrawal from children.
