County council chiefs are calling for the Care Review’s final recommendations to include a call for local authorities to be at the centre of a family-focused system of children’s social care.

Councils are “best placed to effectively coordinate” care, including changes within local partnerships, according to local authority leaders.

Being called for is a “reshaped, family focused way of delivering support” within councils, that has a focus on reducing the number of looked-after children and to return children safely to their families from care.

Greater investment in supporting families is needed to ensure services can effectively support families, council leaders say.

The call has come in a report Future of Children’s Social Care by local authority organisations the County Councils Network (CCN) and the Association of County Chief Executives.

They want this new model of care to be recommended by the independent Review of Children’s Social Care in England which was announced by the government last year. Chaired by Josh MacAlister, the review is due to publish its final recommendations in late spring.
