Bristol City Council and Stoke-on-Trent Council were this week inturmoil after receiving the lowest possible ratings for their children'sservices.
Meanwhile, 10 local authorities were celebrating after they were giventop marks for their children's services.
Ofsted was due to publish the results of some 102 annual performanceassessments today (Wednesday). Bristol City Council and Stoke-on-TrentCouncil are the only local authorities to be awarded Grade 1. The gradereflects "a service that does not deliver minimum requirements forchildren and young people, is not cost-effective, and makes little or nocontribution to wider outcomes for the community".
Stoke-on-Trent Council declined to comment on the rating. A spokesmanfor Bristol City Council claimed its service had improved since theinspection took place. He said: "This year we recorded a seven per centincrease in our GCSE results, more than three times the level ofimprovement by local authorities nationally."
