Children's services mutual transfer hinders SEND progress in Windsor

Efforts to improve support for children and young people with special educational needs or disabilities (SEND) in Windsor & Maidenhead have been hindered by structural changes, inspectors have found.

Inspectors said leaders across Windsor and Maidenhead are not implementing SEND reforms quickly enough, pointing to high turnover of administrative staff and changes to the leadership structure at The Royal Borough of Windsor and Maidenhead Council (RBWM) as contributing factors.

In September 2016 the council confirmed that it intended to hand over responsibility for its children's services to Achieving for Children, a children's services mutual that was formed in April 2014 to run children's services in the neighbouring London boroughs of Kingston and Richmond. The transfer took place last month.

A letter outlining the findings of the joint Ofsted and Care Quality Commission visit said there is too little evidence of leaders' actions resulting in improvements to the experiences and outcomes of children with SEND and their families.
