The Children's Plan will pick up on themes including the commercialisation of childhood, the impact of alcohol advertising, and the sexualisation of young girls.
The strategy will set out how the government wants services for children and young people to develop over the next 10 years.
It will state aspirations for children and young people, and what the government and local authority partners can do to help these be achieved.
The plan will look to draw together work with children and young people in schools, and the wider children and youth work field.
Children's secretary Ed Balls is expected to announce a number of specific measures, including an academic inquiry into the impact advertising and other commercial pressures have on children and young people.
