Children's outcomes should drive outsourcing debate

The debate over the government's outsourcing of children's services proposals had been surprisingly low key up to last week. That all changed following the publication of a letter from a group of senior social work academics in a national newspaper. Ideas over how the measures could lead to greater collaboration between the public, private and voluntary sectors in delivering children's social care services were quickly replaced with headlines warning of wide-scale privatisation of child protection.

In an attempt to redress the balance, government adviser on children's services Sir Martin Narey - someone with much experience of opening up public sector services to the private market - has outlined why he believes competition could be a lever for raising standards and efficiency across children's social care (see analysis p12).

Ultimately, improving outcomes for the vulnerable children and young people local authorities care for is what counts. That fact must not be lost sight of in the debate over what mechanisms are put in place to best achieve it.
