The submission draws attention to a perceived lack of consistency in the quality of current provision.
"Reports from children and families indicate a lack of consistency in the quality of social work practice provided," the submission reads.
"Information from serious case reviews confirms a picture of variable quality of practice.
"Our consultations have frequently identified the value of high-quality social work for children but have also shown that the experience of too many children is that basic skills such as communication, demonstrating respect and openness are lacking in the social workers they meet."
The commissioner also calls for young people with experience of social work to be involved in an ongoing consultation with the profession through the college.
