Childcare: Funding changes for early years

The early years sector has cautiously welcomed a series of changes to its funding that stop short of ringfencing money for the free childcare entitlement.

Children's minister Beverley Hughes announced the changes in this week'sresponse to the Department for Education and Skills' Consultation onSchool, Early Years and 14-16 Funding Arrangements.

She announced a staged approach to funding the free entitlement'starting with the publication of data on local authority early yearsspending next year. After local authorities have assessed the cost ofproviding the free entitlement, a single funding formula will launch in2010/11.

Membership of schools forums will be extended so private and voluntarysector providers are better represented and local authorities will haveto consider pupils in state and private settings on the same basis forfunding purposes. Hughes said: "These changes will encourage a diversemarket to give parents the choice they want."
