Child sexual abuse inquiry recommends creation of new child protection authority

A seven-year inquiry into child sexual abuse in England and Wales recommends the creation of a new child protection authority (CPA) as well as calling for the prosecution of people who work with children and fail to report allegations of abuse.

The recommendations are among 20 made in a final report by the Independent Inquiry into Child Sexual Abuse which describes the nature and scale of abuse in England and Wales "horrific and deeply disturbing".

According to the report, the child protection authority would be created to “secure the long-term spotlight on child sexual abuse”.

While the body would “have powers to inspect any institution associated with children” they will not replace current inspectorates in relation to the statutory authorities, the report states.

“The CPAs over time will become centres of expertise, and may extend their child protection functions to other forms of harm experienced by children. They will also, in due course, monitor implementation of the inquiry’s recommendations and report regularly on progress,” the report states.
