Care to Learn changes will deter young parents from education

Young parents could be denied access to education and training under government plans to overhaul the Care to Learn funding scheme, the Daycare Trust has warned.

Currently, parents under the age of 20 can claim up to £175 a week while undertaking education or training through Care to Learn, to pay for childcare and related transport costs.

But the Department for Education is considering proposals to change the age criteria for the scheme, because of concerns that the initiative will become unaffordable once the leaving school age is raised to 18.

Under the plans, those aged 18 and under at the beginning of their course will still be covered by Care to Learn.

But young parents aged 19 and over would be expected to apply for childcare support through "discretionary adult learner support arrangements" funded by the Department for Business, Innovation and Skills (BIS).
