'Care bank’ could improve quality and cost of placements, charity says

A charity is calling for a care bank to be set up that would allow councils to make better informed placement decisions for children in care by transferring procurement to a public body.

Children England says such a move would mean the care bank could operate as a newly formed non-departmental public body with a statutory duty to pay for the needs of every child in care.

By placing responsibility for procurement of care services into the hands of a national body, councils could focus instead on commissioning the care they know children require and which is appropriate for their needs, it says.

The charity has submitted its proposal for the care bank to the Care Review in response to its Call for Ideas on new ways to improve children’s social care.
