
Speaking to press outside Downing Street after returning early from holiday, Cameron said a total of 16,000 police will be on the streets in an attempt to quell violence.
More than 400 arrests have been made as a result of the riots, with a large number understood to be under the age of 18.
Cameron said all those involved would face punishment. "This is pure criminality and it has to be defeated," he said.
The Prime Minister also said parliament would be recalled for a debate on the issue on Thursday.
Cameron’s warning will add to fears about how the youth justice system will cope with the fallout of the riots.
